The short answer
To use the scheme, book the mandatory pre-analysis with the House of Entrepreneurship or eHandwierk, choose a provider and agree a quote, and let the adviser complete the application. The Ministry decides on it before the provider implements. After an evaluation meeting, you pay the provider's final bill and the Ministry reimburses 70% of eligible costs.
The steps, in the order the Ministry lists them
Read on guichet.public.lu on 5 October 2026 (page last updated 11 March 2025). Your company needs a business permit, SME status and a registered office in Luxembourg.
- Book the pre-analysis. The adviser looks at where your company stands on AI and names priority actions.
- Choose your package and your provider, and agree a quote inside the allowed range.
- The adviser completes the aid application with you. The Ministry analyses it and decides.
- Your provider implements the AI solution.
- An evaluation meeting records your satisfaction and the savings made. That closes the file.
- You pay the final bill, and the Ministry pays you 70% of eligible costs.
Step five is the one people forget. If nobody measured the task before the project, nobody can show the savings after it, so write the baseline down at step one.
The open question: where must the provider be based?
The official page says the company chooses the provider that best meets its expectations. It sets no rule on where that provider is registered. That silence isn't a yes. Whether a provider registered outside Luxembourg qualifies has not been confirmed by the Ministry or the House of Entrepreneurship, and Digiton, which is registered in Estonia, hasn't had it confirmed either.
So ask it out loud at the pre-analysis, before you sign a quote with anyone based abroad. The adviser completes your application, which makes them the right person to ask.
Three programmes that get mixed up
All three involve the Ministry of the Economy, and all three fund AI or digital work, so they're easy to confuse. The official pages give each one different terms.

Where Digiton fits, and where it doesn't
Digiton is not an approved Fit 4 AI consultant and isn't in the Fit 4 Digital network.
For SME Packages AI, eligibility of a foreign provider is unconfirmed. We don't claim any of these programmes will pay for our work.

Frequently asked questions
How much does SME Package AI pay?
70% of eligible costs, on a project worth between EUR 3,000 and EUR 25,000 excluding VAT. The money is paid back after the package is in place and the evaluation meeting has happened.
Is the pre-analysis optional?
No. Companies must first go through a pre-analysis with the House of Entrepreneurship of the Chamber of Commerce, or with eHandwierk for craft businesses. That adviser also completes your aid application.
Can a provider outside Luxembourg deliver an SME Package AI project?
The official page sets no rule on provider location, but it has not been confirmed either way. Ask the House of Entrepreneurship before you sign.
Is Fit 4 AI the same 70%?
No. Fit 4 AI co-funds 50% for SMEs and 30% for large firms, only covers the consultant's analysis, and requires a consultant approved by Luxinnovation. It also has a timing trap: the aid application must go in before the order becomes legally binding, which the page defines as signing the quote or paying a deposit.
Who can use Fit 4 Digital?
Luxinnovation's Fit 4 Digital page asks that the SME has been based in Luxembourg for more than 3 years and works with a consultant from its referenced network. The assessment has a fixed price of EUR 5,000, covered in full.
Can Digiton apply for the grant on our behalf?
No. The company applies, with the House of Entrepreneurship adviser completing the form. We can describe the technical scope clearly for your file, but we make no claim that our work is eligible.
Does other public aid we received matter?
It can. The scheme page cites Commission Regulation (EU) 2023/2831, the EU rule on de minimis aid, as its legal reference. If your company has received other public support recently, mention it at the pre-analysis so the adviser can check it against the de minimis limits.
