Claude Code vs Cursor: pick by how you review, pay and set limits
Claude Code vs Cursor: pick Claude Code for one vendor's models, plan-based limits and a sandbox you can enforce, and pick Cursor for an editor-first loop with models from several labs. Both now run in a terminal, an editor and the cloud, so the old CLI versus IDE split has mostly closed.

The short answer
Pick Claude Code if you want one vendor's models, a plan with fixed limits and an operating-system sandbox you can enforce across a team. Pick Cursor if you want an editor-first workflow and models from several labs, paid at API list price. Many developers run both, because Anthropic says a Pro or Max plan covers Claude Code inside Cursor.
Which tool fits which job
Start from the job. The table gives one pick per job and the vendor fact behind it, and it says "either" where both tools do the work.
| Job | Better fit | Why |
|---|---|---|
| Edit code inline while you type | Cursor | Its Agent sits in the editor sidepane and saves local checkpoints before big changes, so you can restore a file state from the chat timeline. |
| Switch between models from different labs in one tool | Cursor | Its model list includes Claude, GPT-5.6, Gemini and Grok models next to its own Composer 2.5. |
| Keep one vendor, one bill and one set of data terms | Claude Code | It runs on an Anthropic plan or Console account, or on Amazon Bedrock, Google Cloud's Agent Platform or Microsoft Foundry. |
| Block a command at the operating-system level | Claude Code | Its Bash sandbox is enforced by Seatbelt on macOS and bubblewrap on Linux. Cursor's security page calls its run modes best-effort guardrails, not a hard boundary. |
| Run an agent in CI or from a script | Either | Claude Code has claude -p and Cursor's CLI has a print mode, agent -p. |
| Keep an agent working in the cloud after you close the laptop | Either | Claude Code has cloud sessions through claude --cloud and Cursor has cloud agents on isolated virtual machines. |
Claude Code in five lines
- Runs in the terminal, the VS Code and JetBrains extensions, a desktop app and on the web, all on one engine, so a repository's CLAUDE.md files, settings and MCP servers work in each of them.
- Uses Anthropic's models, reached through a Claude plan, a Console account, Amazon Bedrock, Google Cloud's Agent Platform or Microsoft Foundry.
- Reads CLAUDE.md for instructions and can read a repository's AGENTS.md in its place.
- Controls what it may do with permission rules, permission modes and an optional Bash sandbox.
- Automates through
claude -p, GitHub Actions, GitHub code review and an Agent SDK.
Cursor in five lines
- Runs in its editor, in a terminal CLI called
agent, in cloud agents on isolated virtual machines, and on the web and mobile at cursor.com/agents. - Offers its own models (Grok 4.7, Grok 4.6, Grok 4.5 and Composer 2.5) plus Claude, GPT and Gemini models at API list price on Premium and above.
- Keeps instructions in
.cursor/rulesas.mdcfiles, or in an AGENTS.md at the repository root. - Asks before running terminal commands by default, with run modes that range from an allowlist to an auto-review classifier.
- Automates through CLI print mode, cloud agent handoff and Bugbot code reviews on Premium and above.
What each one costs on 28 October 2026
Prices below are copied from Anthropic's pricing page and Cursor's pricing page as they stood on 28 October 2026. They change, so read the linked page before you buy.
| Plan | Price | What the vendor lists |
|---|---|---|
| Claude Free | $0 | Claude Code is listed as not included. |
| Claude Pro | $17 a month billed annually ($200 up front), or $20 billed monthly | Claude Code, with limits shared with Claude chat. |
| Claude Max 5x | $100 a month | Five times Pro's usage. |
| Claude Max 20x | $200 a month | Twenty times Pro's usage. |
| Claude Team | $20 per standard seat a month billed annually ($25 monthly), $100 per premium seat ($125 monthly) | Claude Code in every seat, for teams of 2 to 150. |
| Cursor Free | $0 | Limited agent requests. |
| Cursor Plus | $8 a month | Cursor's own models only. |
| Cursor Premium | $30 a month | Four times Plus usage, cloud agents, automations, code reviews and third-party models at API list price. |
| Cursor Super | $100 a month | Fifteen times Plus usage. |
| Cursor Ultra | $200 a month | Fifty times Plus usage. |
| Cursor Teams | From $30 per user a month | Premium, Super or Ultra seats at the same prices and usage as the individual plans. |
Two details sit under the table. Inside Cursor, a Claude model is billed at that model's API list price from prepaid credit. Cursor lists Claude Sonnet 5.5 at $2 per million input tokens and $10 per million output tokens, which matches Anthropic's API prices. On Teams and Enterprise, Cursor adds a Cursor Token Rate of $0.25 per million tokens on eligible third-party models, and individual plans don't pay it.
Several comparison articles that rank for this query still quote Cursor Pro at $20 a month. Cursor's current page lists no Pro plan, and its documentation says the older Hobby, Start, Pro, Pro+ and Ultra plans continue for existing customers. When a vendor's page and a third-party article disagree, this page goes with the vendor and says so. For what Claude Code itself costs, see Is Claude Code free?
You don't have to pick one
You don't have to pick one.
Anthropic's help article says a Pro or Max plan also covers Claude Code in supported IDEs, including VS Code, Cursor and other VS Code forks, and JetBrains IDEs. IDE use counts toward the same limits as the terminal, a five-hour session limit and a weekly limit that Claude chat shares.
A split to try: Cursor for the edit-and-read loop, Claude Code for tasks you hand off and review as a diff. We haven't tested the Claude Code extension inside Cursor, because Cursor isn't installed on the machine we used, so follow the extension steps in Anthropic's docs.
One setting can change the bill. If an ANTHROPIC_API_KEY environment variable is set, Claude Code uses that key instead of your subscription, and the usage is billed to the API. Check before you assume a plan is paying.
How each tool limits what the agent can touch
Both tools ask before most risky actions. They differ in what stands behind the question.
Claude Code permission rules. Rules are checked in the order deny, ask, allow, and the first match decides. Claude Code enforces the rules itself, so a line in CLAUDE.md can't loosen one. Claude Code permissions covers the syntax.
Claude Code sandbox. It's off by default. Once on, the operating system enforces file and network limits on shell commands, with Seatbelt on macOS and bubblewrap on Linux and WSL2. File tools, hooks and local MCP servers run outside it, as the sandbox guide explains.
Cursor run modes. Terminal commands need approval by default. Run modes range from a simple allowlist to an auto-review classifier, and Cursor's security page calls them best-effort guardrails rather than a hard security boundary.
Cursor workspace trust. It's supported and disabled by default. With it enabled, a restricted mode for new workspaces breaks AI features, so Cursor suggests a basic text editor for repositories you don't trust.
Network. By default Cursor's tools only make network requests to GitHub, direct links and web search providers. Claude Code's sandbox sends commands through a proxy that checks each host against an allowed-domain list, which starts empty. Cursor's CLI also has a sandbox switch, the /sandbox command or the --sandbox flag, which we didn't test.
What we tested
We ran these commands on 28 October 2026 with Claude Code 2.1.274 on a Mac (Apple silicon, macOS 26.4), in a throwaway folder with an empty home directory, so no real project or setting was touched. Cursor isn't installed on that machine, so every Cursor statement on this page comes from Cursor's pricing page and documentation. We skipped anything that calls a model, because it spends plan usage.
% claude --version
2.1.274 (Claude Code)
% command -v cursor cursor-agent || echo "not found"
not found
% claude --help | grep -E -- "^ (--ide|--cloud|-w, --worktree|--bg, --background|-p, --print|--permission-mode)"
--bg, --background Start the session in the background and
--cloud [description|session_id|url] Create a cloud session with the given
--ide Automatically connect to IDE on startup
--permission-mode <mode> Permission mode to use for the session
-p, --print Print response and exit (useful for
-w, --worktree [name] Create a new git worktree for this
The help output backs the Claude Code column above: IDE, worktree, background, cloud, headless and permission-mode flags all live in one binary. The lines show the first row of each entry. Anthropic's documentation describes versions up to 2.1.302, and this machine runs 2.1.274, so a default the docs describe, such as auto mode as the starting permission mode from 2.1.283, may differ locally.
What neither tool decides for you
- Which files the agent may read. In our study of 12,796 public Claude Code settings files, an estimated 81% define no deny rule and 8.0% deny reading a .env file. The settings files study has the tables.
- Who reads the diff. Both tools write changes faster than a person reads them, so the review step needs an owner.
- Which instruction files an agent trusts. A planted AGENTS.md or CLAUDE.md in a Downloads folder hijacked Codex and Claude Code in one security firm's tests, and our brief on the attack lists Cursor CLI among the tools exposed to the same pattern.
- What reaches production. Database rules, keys, rate limits and alerts need a review before real users arrive, whichever tool wrote the code. Is Claude Code safe? covers the product's own security features.
Where Digiton fits
Choosing a tool is the small decision. Making either one follow a team policy is the work. We cover that in Claude Code governance and in what a Claude Code consultant leaves behind, and it sits under our production engineering, AI agent development and custom AI development work.
Frequently asked questions
Is Claude Code better than Cursor?
Neither wins every job. Claude Code is the better fit when you want one vendor's models, plan-based limits and an operating-system sandbox you can enforce. Cursor is the better fit when you want an editor-first loop and a choice of models from several labs. The table near the top of this page gives one pick per job.
Can I use Claude Code and Cursor together?
Yes. Anthropic's help article says a Pro or Max plan covers Claude Code in supported IDEs, including VS Code, Cursor and other VS Code forks, and JetBrains IDEs. IDE usage counts toward the same limits that Claude chat and the terminal share.
Does Cursor use Claude models?
Yes. Cursor's documentation lists Claude Sonnet 5.5, Opus 5.5, Fable 5.1 and Haiku 5.5. On Premium and above they're available at each model's API list price from prepaid credit. Plus and Free don't include third-party models.
Is Cursor cheaper than Claude Code?
It depends on usage. On 28 October 2026 Cursor's entry paid plan, Plus, costs $8 a month but includes Cursor's own models only. Premium, the first plan with Claude models, costs $30 a month, and Claude usage is billed on top at API list price. Claude Code is included in Anthropic's Pro plan at $17 a month billed annually or $20 monthly, within usage limits.
Which is safer for a company codebase?
Both document controls, and the controls differ in strength. Claude Code has permission rules and an optional operating-system sandbox for shell commands. Cursor has run modes that its own security page calls best-effort guardrails, and a privacy mode that, when enabled, Cursor says keeps code data out of training by Cursor and its model providers. A reviewed team policy matters more than either default.
