How to get a NIF in Portugal

The NIF is the first thing you need in Portugal and the thing that blocks everything else: no bank account, no phone contract, no rental agreement, no car, no utilities.

How do you get a NIF in Portugal? Apply in person at any Finanças office or Loja de Cidadão with your passport or ID and proof of address. For EU citizens it is free and issued the same day, usually in under an hour. Non-EU applicants without Portuguese residence may need a fiscal representative or must accept electronic tax notifications.

The NIF, or número de identificação fiscal, is your Portuguese tax number. It is also, in practice, your identity in every commercial system in the country. Buying a SIM card, signing a lease, opening a bank account, registering a car, and even getting an invoice at a till all run through it. Get it first.

The in-person route

Walk into any Finanças (Serviço de Finanças) office or a Loja de Cidadão. Take a ticket, wait, and present your documents. The fiscal representative question

This is where most confusion sits. If you are resident outside the EU or EEA and do not yet have Portuguese residence, the tax authority has historically required a fiscal representative: a Portuguese resident or firm that receives official correspondence on your behalf. The rules changed so that non-residents can instead adhere to electronic notifications through the tax portal, which removes the mandatory representative in many cases. Whether that applies depends on your situation and can change, so verify current requirements with the Autoridade Tributária or a Portuguese accountant before paying anyone.

Services will happily obtain a NIF remotely for a fee, typically as a package with fiscal representation. That is a legitimate option if you cannot travel. It is unnecessary spending if you are already in the country and eligible to apply directly.

After you have the number

Register on the Portal das Finanças to get your senha, the access password, which arrives by post to your registered address. That password is what lets you file, check, and download everything later. Keep the registered address current, because tax correspondence goes there and ignorance of a notification is not a defence.

Two related numbers follow. The NISS is your social security number, needed for employment or freelance activity. The número de utente is your health service number. Neither is automatic, and both have their own process.
