Driving in Portugal: the 2026 guide

The roads are good, the tolls are confusing, and the licence paperwork catches almost every new resident out.

Portugal has some of the better motorway infrastructure in Europe and some of the least intuitive toll systems. Most of the difficulty new arrivals face is administrative rather than practical, and it is all solvable if you handle it in the right order.

Tolls, the part that confuses everyone

Portugal runs two toll types. Traditional motorways have physical barriers where you take a ticket or pay at a booth. Electronic-only motorways, marked with signs reading "Electronic toll only", have no booths at all. Cameras read your plate and you are expected to have arranged payment. Drive one of these without an arrangement and you accumulate a fine rather than a toll.

The practical solutions are a Via Verde transponder if you have a Portuguese address and bank account, which works on both types and is the simplest option long term, or a temporary electronic toll device from a rental company or a border pickup point for visitors. If you have already driven an electronic motorway with no device, unpaid tolls can be settled at Payshop agents or CTT post offices, typically from a few days after travel and within a limited window.

Licences and residency

An EU licence is valid in Portugal, though residents are expected to register it with IMT. Non-EU licences from countries with a reciprocal agreement can generally be exchanged, and the window for doing so after establishing residency is limited, commonly cited as ninety days from residency registration. Miss the exchange window and you may face a practical test. This is the single most common administrative mistake made by new residents, so treat it as an early task rather than a later one. Verify current requirements with IMT directly, since rules and reciprocity lists change.

Rules and limits

• Motorways are generally 120 km/h, main roads 90, urban areas 50, and reduced limits apply for drivers licensed under two years.
• Blood alcohol limit is 0.5 g/l, and 0.2 for newer drivers and professionals. Enforcement is routine.
• Phone use requires hands-free, and enforcement has tightened.
• Reflective vest and warning triangle are required in the vehicle, and the vest must be within reach from inside, not in the boot.
• Headlights are mandatory in tunnels and poor visibility.

Fuel and charging

Fuel is expensive by regional standards, with a meaningful spread between motorway service stations and supermarket forecourts. The charging network for electric vehicles is governed by the Mobi.E system, which is unusual in that it separates the mobility provider from the charge point operator: you hold a card or app from a provider and it works across the network. It is well built once understood, and confusing on the first attempt.

Local driving habits

Expect close following, decisive overtaking, and roundabouts treated with more improvisation than the rules suggest. Lisbon and Porto both have narrow historic centres where a small car is a genuine advantage. Parking in Lisbon is difficult and paid parking is enforced. Rural Alentejo and interior roads are empty and pleasant, with the caveat that older regional roads have unforgiving verges.
