15 best AI agencies in Lisbon and Portugal, ranked for 2026
This replaces a version of this page that ranked nobody, named five entities that were not agencies, and argued that Lisbon is cheaper than Berlin. Here are fifteen real firms, the criteria used to order them, and the buyer each one actually fits.
How this list was built
Six criteria, stated before the table so you can argue with them.
- Real production systems, not pilots or demos. A case study with an outcome inside it counts. A logo wall does not.
- Hireable as a services firm. Product companies still appear, because buyers keep finding them while searching for an agency, but they are marked as products so you do not waste a call.
- A public, checkable footprint. A live site, a company registration, a directory profile, or a named team. Every URL in the table was requested on 1 September 2026.
- Regulatory depth where the buyer is regulated. GDPR, the EU AI Act, and DORA where it applies.
- Honest about fit. The "best for" column is the useful one. A firm that fits everybody fits nobody.
- Disclosure. Digiton Dynamics wrote this list and appears in it, at position nine, which is where its own evidence puts it. Every other firm here is a competitor, and for several of the jobs described below they are the better call.
Where a founding year or a client list is not published anywhere checkable, the cell reads Not published. Nothing here is inferred from a company registration number or a domain age.

The firms in detail
DareData Engineering
The largest of the Lisbon firms by named client roster. DareData runs the full arc from strategy through to a system in production, and it publishes ten separate industry pages rather than one generic services page, which tells you it sells into procurement rather than to founders. Heineken, Roche, Coca-Cola, EDP, Euronext, NOS and OutSystems all appear as named clients. Founded in 2019. If your shortlist has to survive a board paper, this is the Portuguese name that survives it easily.
Twistag
Twistag has been building product since 2016 and moved into agentic AI and AI-ready data platforms early. It also publishes its own ranking of Portuguese AI agencies, dated August 2026, with five stated criteria and a disclosed bias, which is a fairer piece of work than most vendor listicles including several that outrank it. Named clients include Kencko, Source.app, Defined.ai, PepTalk and NVISO. Best fit when the AI is a layer on a product somebody still has to design and ship.
Closer
Twenty years old this year, which in this market is unusual, and pointed almost entirely at regulated industries. Closer does data science for banks and utilities, and its client work is anonymised by sector rather than named, which is what a bank's procurement team normally requires anyway. Expect a formal process, formal documentation and a slower start. That is a feature if your risk function has to sign.
Altar.io
Altar.io builds first products for funded startups: MVP scope, MVP build, and the product thinking around both. The named client list is unusual for a firm of its size, with AlixPartners, IBM, Intesa Sanpaolo, McKinsey & Company and Apiax on it. Founded 2015. Wrong fit for an enterprise integration programme, right fit when nothing exists yet and there is a funding round behind it.
NILG.AI
The Porto entry, and the one closest to a research group. NILG.AI works in computer vision, natural language processing and recommender systems, with Continental, Metro do Porto, Vonovia and IMP Diagnostics named. Founded 2018. Choose them when the problem needs a model that does not exist yet rather than an integration of models that do.
Imaginary Cloud
Headquartered in London with offices in Lisbon and Coimbra, so it appears on both country lists. More than 300 projects shipped since 2010, product engineering and UX at scale, no named clients published. It sells delivery capacity to teams that already know what they want built, which is a different purchase from consulting.
Xpand IT
Founded 2003 and the most enterprise-IT of the group. Xpand IT is deep in the Atlassian stack and in data platform work, with AI arriving as an extension of that rather than as the headline. No named clients published. If your estate already runs on Atlassian, this is the shortest path from where you are.
BySix
Based in Alges, founded 2017, and the only firm here with a clear automotive specialism. Audi, Bentley and Skoda are named. Note the domain: bysix.pt no longer resolves and the live site is bysix.com, which several directory listings have not caught up with. Engineering capacity rather than advisory.
Digiton Dynamics
Our own entry, at nine. Digiton builds production AI agents, retrieval systems and workflow automation, and then operates them, which is the part most of this list treats as somebody else's problem. Delivery is EU-domiciled through Digiton Dynamics OU in Tallinn and the Portuguese vehicle in Lisbon, so GDPR and EU AI Act obligations are handled inside the build rather than bolted on at review. Client names are anonymised by agreement across 8 countries. Digiton also runs its own product, Parci, which covers 300 of 308 Portuguese municipalities, and operating a product is what keeps the governance argument honest. Five firms above are larger or older and it would be dishonest to rank them lower.
Unbabel
A product company, listed here because buyers searching for an AI agency in Lisbon keep landing on it. Unbabel does AI translation and multilingual customer support. You buy the platform, not a team. Worth knowing about if the problem is genuinely multilingual support volume.
Visor.ai
Also a product. Visor.ai builds generative AI virtual assistants aimed at customer service, and it sells hardest into banks and insurers. Same caveat as above: this is a licence, not an engagement. Several directory pages list it as an agency, which it is not.
Sensei
Computer vision and autonomous retail, which is a narrow specialism and a real one. Mastercard and Hewlett Packard appear as partners on public listings. If the problem involves cameras in a physical space, this is the Lisbon name to call. If it does not, skip.
AISO Hub
Founded 2024 and pointed at one thing: getting a brand cited by AI assistants. Entity work, schema, multilingual coverage. Small and young, with no named clients published. Direct competitor to part of what Digiton does, and listed for exactly that reason.
TechRivo
AI engineering with an unusual emphasis on ML validation and architecture design rather than on shipping features. No founding year and no clients published. Useful as a second opinion on somebody else's architecture, which is a service more firms should sell.
Codedesign
A digital marketing firm with an AI layer, rather than an AI firm with a marketing practice, and the distinction matters when you are scoping. Lisbon-based, no named clients published. Right call if the outcome you want is performance marketing.
How to choose between them
Four situations cover most of the buyers who read a page like this.
- You are a regulated enterprise and the shortlist has to survive procurement. DareData or Closer. Both are used to formal processes and both have the sector history to answer a risk questionnaire without a scramble.
- Nothing exists yet and there is a funding round behind it. Altar.io or Twistag. You are buying product judgement as much as engineering, and both have shipped first products that went on to raise.
- The problem needs a model that does not exist yet. NILG.AI. Applied research is a different discipline from integration, and firms that do both usually do one of them badly.
- You need the system built and then actually run. This is the gap Digiton works in. Ask any firm on this list who gets paged at 3am in month four, and notice how many answer with a support email address.

What is different about the Lisbon market in 2026
Three things have shifted since the last round of these lists was written.
The first is that the Portuguese firms stopped selling AI as a category and started selling it as an industry practice. DareData publishes ten industry pages. Closer has been sector-specific for two decades. The generic "AI agency" positioning is now mostly held by firms doing marketing work, and buyers can read the difference from the site structure alone.
The second is regulatory. Regulation (EU) 2026/1744, the Digital Omnibus on AI, entered into force on 27 July 2026 and moved the Annex III high-risk deadline from 2 August 2026 to 2 December 2027. Article 50 transparency duties went live on schedule on 2 August 2026 and bind today. Almost every agency page written before August is counting down to a date that no longer exists, which is a quick way to check whether a firm is reading the primary sources or a competitor's blog. The third is that the market split into firms that ship and firms that operate. Building a working agent has become the easy half. Keeping one correct for eighteen months, through model deprecations and schema changes at the other end of an API, is where the engagements now succeed or quietly stall.
What has not changed is that a Lisbon buyer should shortlist Lisbon firms and a London buyer should shortlist London firms, unless there is a specific reason not to. That reasoning, and the London set, is on best AI consulting firms in London.

Be careful with firms that quote a project price on a first call.

Most of them do, and several are structured for it. Imaginary Cloud is headquartered in London with Lisbon and Coimbra offices. Altar.io has named clients across Europe and the US. Digiton delivers across 8 countries and holds an Estonian entity alongside the Portuguese one, which matters for EU contracting. Delivery is remote and senior in almost every case.
What should I ask an AI agency before hiring one?
Start with a system running in production today and the name of the person who gets paged when it breaks. Then ask who owns the code, the prompts and the evaluation set at the end, and what the scope is tied to numerically. Which of these firms handle EU AI Act and GDPR obligations?
Closer and DareData both work inside regulated sectors where this is routine. Digiton builds to GDPR and Article 50 from the first commit and is EU-domiciled through entities in Portugal and Estonia. Ask any firm on this list what changed on 27 July 2026, because Regulation (EU) 2026/1744 moved the high-risk deadline to December 2027 and a firm still counting down to August is not reading the primary sources.
Why does Digiton appear in a list it wrote?
Because leaving ourselves out would be a different kind of dishonest. The disclosure sits in the methodology, the position is nine rather than one, and five of the firms above are larger or older. A ranked list written by a participant is only useful if the participant says so and then ranks itself where the evidence puts it.
